Why does the verification link expire in a minute?

Whenever you enter your email in the GovWell sign in page and press 'Continue', you should see the following message:

You will notice that next to 'Didn't receive a link? Resend' there is a 60-second countdown - that is not a countdown of how long you have left to to click the verification link! That is simply a countdown of when you can request another link to be sent to your email inbox in case you didn't receive the first one.
