License Claiming

When jurisdictions start using GovWell and transfer data from the previous system into GovWell, an outreach campaign letting license holders know that their licenses are now in GovWell is often conducted. Typically, each business license gets linked to the email address from the previous system.

However, businesses change representatives, employees, email providers, and more. This means that the email address previously used to submit the license application may not be the same one the license holder currently uses, meaning they may not immediately be able to access their licenses upon logging in to GovWell for the first time. The License Claiming system solves this problem.

License Claiming provides the license holder with a simple self-service path to connect their imported records to their new GovWell account, without needing to call your team or re-apply from scratch.

📚 How It Works For Staff

Your Business Licenses module now features new additions to help you manage imported licenses that need to be claimed by their owners.

1. Migration Progress Header

At the top of the license list, you can now see a progress header showing how many licenses have been claimed out of the total imported, along with a progress bar and a ticker of the 3 most recent claim events.

Three buttons on the top right side of the bar allow you to:

  • See all license claim activity

  • Export a CSV of the license claim progress

  • Collapse the header into a compact bar

2. New Saved Views:

Two new default views are available in your Business Licenses module:

  • Claim Pending Review: displays records pending approval or rejection of a claim

  • Imported & Unclaimed: displays records that have not yet been claimed by a license holder

3. Claim Status Column

Each license row can now display a Claim Status tag. The statuses are:

  • Imported & Unclaimed

  • Claim Pending Review

  • Claimed

The expiration date of the claim code will be displayed beneath the status of unclaimed records.

4. Record Page

On any unclaimed record's detail page, you will see a License Claiming section displaying:

  • The record's current Claim Code with a copy button so you can share it with license holders if needed

  • A Reset Code button, which generates a brand new code. The old code immediately becomes inactive. You will also have the option to email the new code directly to one or more people at the time of the reset

  • A Claim on Behalf button, which lets you enter a person's first name, last name, and email address to directly link the license to them. The person will receive a confirmation email with a link to manage their license

    This feature allows you to easily manage any imported records that don't have an email address on file, or where you have already verified the person's identity through other means.

  • Pending review cards are shown when a person submits a claim via search. Each claim shows who submitted it, when it was submitted, any notes they included to help verify their identity, and Approve/Reject buttons

    Approving the claim links the record to that person's account and sends them a confirmation email. Rejecting the claim sends the person an email notification with a reason for the rejection (which you provide at the time of rejection).
